Make a new Control Panel by making a New folder on the Desktop and naming it this;

If you want to make a cascading "Control Panel" on Start menu, then create a folder in the start menu with the following name:

Control Panel.{21EC2020-3AEA-1069-A2DD-08002B30309D}

Then right click on the start button/Explore and then MOVE the new folder to the Startmenu.
